Civil Administration The various British Governor Generals undertook various measures in order to administer British territories more effectively. Hord Cornwallis introduced the Indian Civil Service. Lord Wellesley set up the Fort William College in Calcutta to train civil servants, It was later replaced by the East India College at Haileybury in England. In the initial days, the civil servants were nominated by the Court of Directors of the EEIC.|From 1853 onwards, a competitive examination was held to selẹct candidates for the civil service, Indians were not allowed to compete for higher posts in the civil service/The examination was held iny England initially, making it difficult for Indians to appear for it. The first Indian to pass the examination was Satyendranath Tagore, the brother of Rabindranath Tagore.t Later, the exam began to be conducted in India as well.' The territories under British control were divided into districts, which became the basic unit of administration. The three main officials at the district level were the collector who collected revenue, the magistrate who maintained law and order, and the judge who administered justice.
