Why do alleles from linked genes sometimes appear to follow the law of independent assortment?

1. During meiosis, alleles can switch between homologous chromosomes through crossing over.
2. During segregation, alleles on the $X$ chromosome can be passed to other chromosomes.
3. During independent assortment, alleles can select which chromosome they are on.
4. During mitosis, alleles will move up and down a chromosome to stay together.
