Popoff's rule states that during the oxidation of unsymmetrical ketone, the cleavage of the C−CO bond is such that the keto group always stays with the smaller alkyl group. 
Pentan-2-one is an unsymmetrical ketone, on oxidation in the presence of conc. Nitric acid, the cleavage of the C−CO bond is such that the keto group always stays with the smaller alkyl group. 
So, we get, one product as propanoic acid and other as acetic acid.
